El 15 de diciembre la Agencia de Regulación y Control de Telecomunicaciones (ARCOTEL) notificó a la Unión Nacional de Periodistas (UNP) la terminación unilateral y anticipada de la concesión de la frecuencia 820 kHz en AM, manejada por el gremio, que inició sus emisiones en Quito el 10 de diciembre de 1981. El gremio de periodistas informó en un comunicado público que Arcotel ratificó los argumentos dados por el entonces Consejo Nacional de Telecomunicaciones (Conatel) cuando el 21 de enero de este año, la entidad les notificó con la decisión porque en el año 2003 la UNP no había pagado USD 100,80 correspondientes a nueve meses de la tarifa de arrendamiento de frecuencia del año 2002, como consta en el oficio No. 051-S-CONATEL-2015.
Vicente Ordóñez, presidente de la UNP explicó que en esos seis años de su administración nunca había sido notificado de esta supuesta mora y afirmó que ha pagado puntualmente el uso de frecuencia hasta enero de este año. Además, argumentó que hasta diciembre del 2014, mantuvo un convenio con la Superintendencia de Telecomunicaciones para realizar pruebas de transmisión de la señal AM digital. “¿Cómo es que el Estado pudo tener firmado un convenio con una radio supuestamente morosa?”, se cuestionó .
Ordóñez considera que el retiro de la frecuencia constituye una retaliación contra la UNP, el gremio más grande de periodistas del país, porque ha mantenido una postura firme y crítica frente a la política implementada desde el poder, en su afán de mermar la libertad de expresión y opinión en el Ecuador.
Arcotel permanently removes independent journalists association´s frequency
On December 15 the Agency for the Regulation and Control of Telecommunications (ARCOTEL) notified the National Union of Journalists (UNP) of the unilateral and early termination of the concession of the frequency 820 kHz in AM, operated by this association, which started broadcasting in Quito on December 10, 1981. The journalists association said in a public statement that Arcotel ratified the arguments given by the former National Council of Telecommunications (Conatel) when on 21 January of this year, the entity notified them of its decision, based on the fact that in 2003 the UNP had failed to pay USD 100, 80 for nine months of lease, as stated in document No. 051-S-CONATEL-2015.
Vicente Ordóñez, president of the UNP explained that during the six years of his administration he had never had been notified of this alleged debt and said that he has promptly paid the use of the frequency until January of this year. He also argued that until December 2014, he maintained an agreement with the Superintendency of Telecommunications to test the digital AM signal. «How it is that the State could have signed an agreement with a supposedly slow to pay radio station?», he asked.
Ordóñez believes that removal of the frequency is a retaliation against the UNP, the largest journalists association in the country, because it has maintained a firm and critical stance towards policies implemented by the government in an effort to undermine freedom of expression and opinion in Ecuador.
