El jueves 9 de enero de enero de 2014, los equipos de transmisión del canal de televisión TV Agro canal 28 de la ciudad de Babahoyo, en el litoral ecuatoriano, a 327 kilómetros de Quito, fueron requisados por miembros de la Superintendencia de Telecomunicaciones (SUPERTEL) y de la Policía Nacional por supuestamente venir operando de manera clandestina. La señal del canal salió del aire de inmediato.
La orden, emitida por el Consejo Nacional de Telecomunicaciones (CONATEL), sorprendió a León Pablo Mancheno propietario del medio de comunicación, quien manifestó al periódico digitalALDIA.COM.EC que la entidad no tendría argumentos legales para tomar la resolución, no solo de allanar, incautar y confiscar los equipos de TV Agro, sino también revocar el uso de la frecuencia por supuesto funcionamiento clandestino de este medio .
Mancheno comentó que ha cancelado todos los pagos por uso de la frecuencia y que no ha venido trabajando de forma clandestina, «el funcionamiento normal de TV Agro no ha sido un secreto para nadie» puntualizó. El propietario del canal informó que continuarán transmitiendo por Internet.
Federico Estrella Gómez, fiscal de la localidad, expresó que por ser esta una indagación fiscal, la información está bajo reserva.
Authorities confiscated a TV Channel equipment
On Thursday , January 9 2014, transmission equipment of network TV Agro channel 28 of the City of Babahoyo were seized by members of the Telecommunications Superintendence ( SUPERTEL ) and the National Police for allegedly operating clandestinely. The channel signal was taken off the air immediately.
The order was issued by the National Telecommunications Council (CONATEL ). On this regard, León Pablo Mancheno, the owner of the network, told the digital newspaper ALDIA.COM.EC that the authorities do not have legal grounds to make the decision , let alone the raid and confiscation of the equipment. Moreover, they were not legally capable to cancel the use of the frequency because of alleged accusations of clandestine operation of this channel.
Mancheno said he has canceled all payments for use of the frequency and has not been working in secret, «the normal functioning of Agro TV has not been a secret to anyone,» he said. The owner reported that the channel would continue to broadcast online.
Federico Estrellla Gómez , the town attorney , said that since this is a tax related procedure, the information was to be kept secret.
