El 12 de marzo de 2015 el Consejo de Regulación y Desarrollo de la Información y Comunicación (Cordicom) expresó su “inquietud” por el tratamiento informativo que han asumido ciertos medios de comunicación en el tema de las salvaguardas arancelarias que entraron en vigencia ese día como una medida económica anunciada por el gobierno para proteger la dolarización en el país. A criterio de esa entidad, dicha información “induce a una comprensión parcializada sobre las decisiones económicas adoptadas por el Estado” y ha provocado los primeros casos de abusos y alteraciones arbitrarias de los precios de algunos productos.
En un comunicado, el Consejo cuestionó a los medios porque, tanto los titulares periodísticos como el cuerpo de las noticias publicadas “se muestran con enfoques especulativos y sin mayor interés por profundizar en la explicación del alcance de la medida que, según fuente oficial, apenas involucra un tercio del 9% del total de bienes ofertados en el mercado” .
En ese sentido responsabilizó a los medios porque “incluso antes de que estas (la salvaguardas) entren en vigor, han provocado, por incompletas, los primeros casos de abusos y alteraciones arbitrarias de los precios de algunos productos que ni siquiera están en la lista afectada y por tanto, tal situación podría ocasionar la vulneración de los derechos ciudadanos y causar conmoción social”.
El comunicado finalizó con una invitación a los medios a “promover la participación ciudadana mediante el debate y entendimiento cabal de los grandes temas nacionales, bajo la observancia de las normas deontológicas básicas del oficio periodístico a fin de proteger el interés superior del pueblo ecuatoriano”.
Regulation council holds the media responsible for speculation
On 12 March 2015 the Council for the Regulation and Development of Information and Communication (Cordicom) expressed its «concern» for certain media outlets’ coverage of the tariff safeguards that have come into force as an economic measure announced by the government to protect the dollarization in the country. This entity believes that the information broadcasted by the media «leads to a biased understanding of the economic decisions made by the State», and has provoked the first cases of abuse and arbitrary changes in the prices of some products.
In a statement, the Council questioned the media because both the headlines and the published articles themselves «use a speculative approach, with no interest in explaining in depth the scope of the measure, which according to official sources only involves one third of 9% of the total number of goods available on the market».
The Council blamed the media because «even before they (the safeguards) came into force, they (the news) have caused, by reason of being incomplete, the first cases of abuse and arbitrary changes in the prices of some products that are not even on the affected list and the consequence of this could be the infringement of citizens’ rights and even social upheaval».
The statement ended with an invitation to the media to «promote citizen participation through the debate and thorough understanding of major national issues, complying with journalism’s basic ethical rules to protect the best interests of the Ecuadorian people».
An investigation carried out by Fundamedios for the digital magazine PlanV.com.ec pointed out that this kind of pronouncement issued by Cordicom does not comply with any kind of formal procedure and is not based on any supporting documentation.
