El 6 de junio del 2013, cuatro periodistas invitados por la Policía para que cubrieran un operativo al interior del centro carcelario El Rodeo, en la ciudad de Portoviejo -ubicada a 330 Km de la capital- fueron detenidos durante al menos 11 horas, por orden del director de ese centro de rehabilitación social.
Los comunicadores Dayse Pico, corresponsal del medio en manos del Estado Gama TV; Roberto Reyes, camarógrafo; e Iván Maestre, corresponsal de Ecuavisa, acudieron a una invitación de la Policía para cubrir un operativo de control de drogas y armas la noche del 6 de junio en la cárcel El Rodeo. Con ellos estaba Rafaela Zambrano, asesora de comunicación de la Policía de la localidad.
Según las versiones de los comunicadores, todo ocurrió pasadas las 21:00, cuando los reporteros cumplían su trabajo y el director de la cárcel, Carlos Loor, ordenó su detención acusándolos de atentar contra la seguridad del Estado. Permanecieron en una oficina del comando de Policía y al siguiente día, cerca de las 9 de la mañana fueron llevados a una audiencia de juzgamiento por contravención.
Uno de los comunicadores implicados en el hecho, y quien pidió la reserva de su nombre, dijo a Fundamedios que la detención se dio transcurridos aproximadamente 45 minutos del operativo, cuando recorrían uno de los pabellones de alta seguridad . En ese instante se hallaron unas armas, pero los uniformados impidieron que registraran el hecho con sus cámaras. Este incidente habría ocasionado el malestar de Loor.
Este caso fue conocido por el Fiscal quien se abstuvo de acusar a los periodistas de atentado contra la seguridad del Estado y los puso a órdenes de la Intendencia de Policía de Manabí para que se los juzgara por escándalo. El intendente dispuso la liberación de los detenidos por no encontrar motivos para su aprehensión.
La gobernadora de Manabí, Susana Dueñas, dijo que había dispuesto que se enviara el informe de lo ocurrido al Ministerio de Justicia.
Four journalists detained during news coverage in prison
On 6 June 2013, four journalists invited by the Police to cover an operation inside El Rodeo prison in the city of Portoviejo – located 330 km from the capital – were detained for at least 11 hours following orders issued by the center for social rehabilitation’s director.
Journalists Dayse Pico, correspondent for seized TV station Gama TV; Roberto Reyes, a camera operator; and IvánMaestre, correspondent for Ecuavisa, accepted a Police invitation to cover an operation to seize control of drugs and arms inside El Rodeo prison the night of 6 June.Rafaela Zambrano, communications consultant with the local police, was with them.
According to the journalists’ accounts, the reporters were doing their jobs just after 21:00 when the prison’s director, Carlos Loor, ordered their arrest on charges of threatening State security.They were left in an office of the Police command and the next day, about 9 in the morning, were taken to a trial hearing for contravention.
One of the journalists involved in the incident, who asked not to be named, told Fundamedios that the arrest occurred approximately 45 minutes after the operation started, as they walked around one of the high-security blocks.Some weapons were found there, but the police officers prevented the reporters from recording this with their cameras.He believes this incident caused Loor’s discomfort.
The case was reported to the prosecutor who refrained from accusing the journalists of threatening the security of the State and sent them to the Police Intendancy of Manabí to be tried for scandal.The intendant ordered the journalists’ release after failing to find any motives for their arrest.
The governor of Manabí, Susana Dueñas, has stated that she has arranged for a report of the events to be sent to the Ministry of Justice.
