El 02 de febrero de 2011, Kléber Pinos, Gerente General de Radio Cuenca, de la ciudad de Cuenca- ubicada a 450 km al sur de Quito- denunció que fue amenazado por un supuesto funcionario del Consejo Provincial del Azuay, quien dijo que demandará a la estación radial, por opiniones vertidas en su espacio noticioso «Al punto».
Pinos explicó a Fundamedios que la amenaza se dio a través de una llamada telefónica de un número desconocido y sucedió minutos después de comentar, al aire, temas como el posible incremento al valor del peaje administrado por el Consejo Provincial y el excesivo gasto publicitario que realiza la institución para promocionar la imagen del Prefecto de Azuay, Paúl Carrasco.
Según Pinos, el interlocutor se identificó como funcionario del Consejo Provincial del Azuay y lo amenazó con seguirle un proceso legal por los criterios vertidos, debido a que el Prefecto del Azuay estaría descontento con la línea editorial de este medio.
El gerente de esta radio comentó que «esto es un atentado contra su libertad de expresión y más cuando todo criterio tiene fundamentos por las investigaciones previas que realiza». Pinos señaló que, por varias ocasiones, ha intentado conseguir una entrevista con el Prefecto, la cual le ha sido negada.
Por su parte, Teodoro Montesinos, coordinador general del Consejo Provincial del Azuay desmintió la existencia de tal llamada y aseguró que la entidad es respetuosa con todos los medios de comunicación, incluida Radio Cuenca, aún cuando las opiniones de los periodistas que allí trabajan son negativas al gobierno provincial .
«No estamos con la actitud de llamar a la radio ni amenazar a los periodistas», dijo Montesinos. Este funcionario se comprometió a investigar la procedencia del número telefónico de donde se registró la amenaza y enfatizó qué si comprueban que se trata de un empleado del Consejo Provincial, tomarán las medidas pertinentes.
Radio station denounces threats prompted by itseditorial line
On 2 February 2011, Kléber Pinos, Radio Cuenca’s general manager, denounced that he was threatened by a man who alleged to be an official of the Azuay Provincial Council and who said that he will sue the radio station because of opinions broadcasted through its news program «Al Punto».
Pinos explained to Fundamedios that he received the threat through a phone call from an unidentified number a few minutes after commenting on the air issues such as a possible raise in the price of road tolls managed by the Provincial Council and the excessive amount paid by the institution in adverts to promote the image of Paúl Carrasco, Azuay’s prefect.
According to Pinos, the caller alleged to be an official of the Azuay Provincial Council and threatened him with initiating legal proceedings against him because of the opinions broadcasted through the program, indicating also that Azuay’s prefect did not like the media outlet’s editorial line.
The radio station’s manager commented that «this is an attempt against my freedom of expression, particularly as every one of the comments is backed by previous investigations». Pinos pointed out that he has attempted to interview the prefect in several occasions, but his request has always been rejected.
Teodoro Montesinos, general coordinator of the Azuay Provincial Council, refuted that any such call had been made and asserted that the institution has a respectful attitude towards the media, Radio Cuenca included, even when the opinions of the journalists who work for it are negative.
«We’re not in the habit of phoning the radio or threatening its journalists», said Montesinos. The official committed to investigate the telephone number from which the threat was made and emphasized that if the call was made by a Council employee, appropriate action will be taken.
