Desde la madrugada del 07 de septiembre de 2013, circula en la red social Twitter el hashtag “#UnPuñeteParaGuevara”, con mensajes insultantes y violentos en contra del cantautor ecuatoriano quien, ese mismo día, fue descalificado por el Presidente de la República en su Enlace Ciudadano No 338, a propósito del incidente ocurrido el pasado 29 de agosto, cuando el Jefe de Estado retó «de hombre a hombre» al artista tras bajarse de la caravana presidencial por un gesto «de bayoneta en alto» que hizo Guevara, en rechazo a las represiones policiales a las protestas en contra de la explotación petrolera de una parte del Parque Nacional Yasuní.
Entre los mensajes que se han escrito con este hashtag se encuentra el del secretario nacional de comunicación Fernando Alvarado quien, a través de su cuenta @FAlvaradoE escribió: “#UnPuñeteParaGuevara pone en debate: el obsceno, patán es héroe y el q sugiera q un malcriado merece su «estaquieto»; promueve la violencia”.
Estos mensajes se dieron a propósito de las declaraciones del Presidente en el enlace sabatino, quien, tras tildar a Guevara de “malcriado, mentiroso, violento y agresivo” y pedir a los ciudadanos que se alejen de esa «gente dañada mala» que busca provocar para salir del anonimato” dijo lo siguiente: “Si este tipo me hubiera hecho una yuca, una seña obscena delante de mi madre o de mi esposa, le hubiera dado tal patada en salva sea la parte, que se hubiera tenido que sentar de oreja el resto del año».
En ese sentido, también hizo un llamado a todo el pueblo a rechazar a estos patanes, amargados que quieren oprimirnos, que quieren oponerse cuando somos la inmensa mayoría, Veámoslos en las calles y rechacémoslos”.
Una de las cuentas que promovió el mencionado hashtag fue la de los jóvenes oficialistas Juventud Alianza PAIS @JuvAlianzaPAIS en donde, junto al mensaje, escribieron frases como: «nosotros no somos partícipes de la agresión física, pero la verdad tampoco dejaríamos que alguien nos irrespete así».Otros usuarios de la red social expresaron rechazo al artista con amenazas y con caerle “a palos y machete”, como la usuaria @MarisolAbadd.
@MartinBrutal en cambio escribió «respondo como un hombre por malcriado.»ó “#JaimeGuevara donde estés yo si te respondo como un hombre por malcriado.”JLopezGye amenazó: “ven a Guayaquil Jaime Guevara, insignificante patán, para que veas como responde un guayaquileño a una seña así”. @IsmaelChang en cambio escribió: “#JaimeGuevara ven a provocarme porque yo si te meto puñete con piedra.”
Fundamedios rechaza las agresiones y actos de estigmatización por parte del Presidente de la república en contra de Guevara, quien con su gesto de protesta realizó un ejercicio legítimo de su derecho a la libertad de expresión, que protege incluso aquellas manifestaciones que perturban, chocan u ofenden, en particular si las mismas se refieren al ejercicio del poder público . La virulencia del mensaje del Presidente, de otros funcionarios públicos y particulares emitidos a través del hashtag #unpuñeteparaGuevara, ponen en riesgo la integridad personal de Guevara, y violan la obligación que tiene el Estado y sus agentes de proteger y garantizar los derechos de sus ciudadanos, aún de aquellos que son críticos de la gestión de los funcionarios públicos. En este sentido, es pertinente recordar que tanto la Corte Interamericana como la Comisión han indicado que los actos de estigmatización pública por parte de altos funcionarios públicos a quienes se oponen a sus decisiones o los critican presentan un riesgo mayor de agresiones y autocensura para quienes las sufren, por el alcance que tienen en la población y la influencia que tienen sobre sus seguidores y copartidarios.
Fundamedios rejects twitter messages that jeopardize integrity of songwritter, as a consequence of stigamtizing presidential speech
Since the early hours of September 7, 2013, the hashtag#unpuneteparaGuevara (let´s punch Guevara) started circulating in Twitter, with several messages that insult and promote violence against songwritter Jaime Guevara, after President Correa insulted him in his Weekly National Broadcast N° 338, after an incident ocurre don August 29, when Guevara made a “middle finger” gesture to the presidential caravan as it passed by.Then Correa stepped outside the car and challenged Guevara”man to man”.Guevara claims that the gesture was a way of protesting for the decision to start oil exploitation procedures in areas within Yasuní National Park.
Among other messages under the aforementioned hashtag, National Secretary of Communications Fernando Alvarado posted in his account @FAlvaradoE “#unpuneteparaGuevara poses a debate: the jerk, the obscene is the hero while those who suggest that he gets what he deserves are presented as violent”.
The Twitter messages appeared after President Correa insulted Guevara in hisWeekly National Broadcast, calling him “a liar, a brat, an agressive, violent man”. He asked that the citizens stay away from such “wicked people that cause trouble just to get some attention and stop being a nobody”. Correa further alleged that “if that guy would have made such gesture in front of my mother or my wife, I would have kicked his ass, he would have been in pain for a very long time”. He then called for all Ecuadorians to “reject these bitter people, these jerks that want to oppose to us, the majority. Let´s reject them when they walk down the street”.
Young officialist group Juventud Alianza País promoted the hashtag. Among other messages, they announced: “we do not support physical aggression, but we would not let anyone disrespect us either”.
Other users attacked the songwriter with similar messages: “Stop the insults, stop the idiocy, this cannot be allowed. #unPuñeteParaGuevara, hit himwell!. They are corruptingoursociety”saiduser@juanpluagtinpon.Other violent messages suggested that the artist should be attacked with sticks and machetes, as user @MarisolAbadd said.
@MartinBrutalwrote: “ I respond like a man to brats”, and “#JaimeGuevara wherever you are, I will respond like a man”. JLopezGyethreatened “come to Guayaquil Jaime Guevara, insignificant brat, so you can see how the men in this city responds to such a gesture”. @IsmaelChangwrote: #JaimeGuevara, come and provoke me, I will punch you in the face with a rock”.
Fundamedios rejects these attacks and acts of stigmatization against Guevara, who was exercising his right to freedom of speech. This right protects expressions even when they are shocking or disturbing, specially when then refer to matters of public concern. Theviolent verbal attacksperpetratedbyPresident Correa, otherpublicofficers and manycitizensjeopardizeGuevara´srights and violatetheState´sobligationstoprotect and respecttherights of allthepeople in itsterritory, even of thosethatopossethegovernmetn and itsacts. The bodies of the Inter-American System of Human Rights have stated that stigmatizing speech that comes from high State Officials pose a higher risk of generating attacks against the ones addressed in it, due to its broad dissemination among supporters and party members.
