El 10 de mayo de 2015 un video ordenado por el Ministerio del Ambiente a manera de “rectificación obligatoria” interrumpió durante 13 minutos el programa Visión 360 de Ecuavisa para refutar una investigación periodística difundida el pasado 19 de abril sobre las causas de la deforestación. Ecuavisa emitió la rectificación bajo protesta.
Según el espacio de gobierno, el programa hizo “aseveraciones y conclusiones generales sin un sustento técnico y utilizando de forma incompleta las declaraciones de la autoridad ambiental”. En ese sentido, dicho Ministerio cuestionó que el programa haya mencionado que se talan 65 mil hectáreas, pero que no se haya dicho nada acerca de que el gobierno ha disminuido la tala ilegal hasta casi un 50% desde el 2008.
Según el Ministerio del Ambiente, “el reportaje da a entender que no existe control por parte de la autoridad ambiental por el simple hecho de que el reportero en su recorrido de 170 km no vio ningún operativo de control y que observó un camión con madera sin saber si esa madera contaba con permiso o pertenecía a una plantación ilegal”.
Al respecto el video cuestionó que “esa gestión importante que realiza el Ministerio del Ambiente tampoco fue proporcionada a la ciudadanía, entregando información sesgada, omitiendo datos proporcionados por la Ministra del Ambiente con el fin de presentar un panorama negativo de la gestión de este Ministerio y desconociendo el compromiso de este gobierno con el ambiente”.
El video finalizó con un publirreportaje sobre la labor que realiza esa cartera de Estado y las declaraciones de la ministra del ambiente, Lorena Tapia, quien conmina a los medios a hacer un periodismo responsable “por el bien del País”.
En diálogo con Fundamedios, Allen Panchana, director del programa cuestionó que la especie de “rectificación-aclaración” enviada por el Ministerio del Ambiente haya contenido 10 minutos de publireportaje y explicó que por ello el canal emitió dicho video bajo protesta . En un texto exhibido antes de la emisión de dicho video, el medio de comunicación expresó lo siguiente: “Visión 360 transmite bajo protesta la siguiente pieza audiovisual rectificatoria impuesta por el Ministerio del Ambiente; pues se considera que en el referido requerimiento no confluyen los requisitos del artículo 23 de la Ley Orgánica de Comunicación. Adicionalmente, pondremos en conocimiento de las autoridades de control y regulación sobre este particular que lacera el sistema comunicacional”.
El periodista Andrés López, autor de la investigación cuestionada por el Ministerio, aclaró que al cuestionarse su trabajo por supuestamente no haber mencionado lo que este gobierno asegura que ha hecho en el tema ambiental, implicaría que con la misma lógica “el reportaje debería referirse a los 50 años anteriores para dar crédito a lo que cada gobierno hizo o dejó de hacer”, apuntó.
Ministry forces TV station to broadcast rectification and interrupts investigative program
On 10 May 2015, a video ordered by the Ministry of the Environment as a «compulsory rectification» interrupted for 13 minutes Ecuavisa’s program Visión 360 to refute a journalistic investigation released on 19 April about the causes of deforestation. Ecuavisa broadcasted the rectification under protest.
According to the government’s broadcast, the program made «general assertions and conclusions without any technical basis, using incomplete statements by the environmental authority». The Ministry questioned the fact that the program stated that 65,000 hectares are chopped down, but did not mention that the government has reduced illegal logging by almost 50% since 2008.
According to the Ministry of the Environment, «the report suggests that there is no control by the environmental authority because the reporter, in a 170 km long tour, did not see any control operations and saw a truck full of wood, without knowing if the wood had a permit or had been obtained from an illegal plantation».
The video stated that «the public was not told of the important work done by the Ministry of the Environment, the information was biased, it omitted data provided by the Minister of the Environment in order to present a negative picture of this ministry’s work ignoring the commitment of this government to the environment».
The video ended with an infomercial about the work of that portfolio of the State and the declarations of the minister of the environment, Lorena Tapia, urging the media to exercise a responsible journalism for country’s benefit.
Speaking to Fundamedios, Allen Panchana, director of the program, questioned the fact that this sort of «rectification-clarification» sent by the Ministry of the Environment included a 10-minute infomercial and explained that this is why the station broadcasted the video under protest. In a text displayed before the broadcast of the video, the media outlet stated: «Visión 360 broadcasts under protest the following rectifying audiovisual piece imposed by the Ministry of the Environment, as it considers that the requirements of Article 23 of the Organic Communications Law do not apply to this request. We will also inform the control and regulatory authorities of this issue, which damages the communication system».
Journalist Andrés López, author of the investigation questioned by the Ministry, said that by questioning his work for allegedly failing to mention what this government says it has achieved for the environment would imply, using the same logic «that the report should refer to the previous 50 years to give credit to each government for what it did or failed to do».
