El 22 de agosto de 2012, a las 22:14, el presidente Rafael Correa, por medio de Twitter, pidió a la Secretaría Nacional de Inteligencia (SENAIN) investigar al tuitero @GSanAndres, tras un mensaje que le envió este usuario en la red. En su tuit, Correa pidió:“SENAIN: favor investigar estos insultos al Presidente y proceder judicialmente”.
Esta solicitud la hizo después de un comentario publicado por @GSanAndres, quien había escrito:“@MashiRafael el inmoral es ud! Ya quiere adueñarse de la asamblea! Ladrón mitómano».
Tras estos hechos, varios usuarios reaccionaron a favor de Rafael Correa y del ciudadano, quien borró su cuenta de Twitter después del pedido de investigación.
Al respecto, el Jefe de Estado durante su Enlace Ciudadano No 286 dijo: “Yo no voy a permitir esos insultos compañeros, voy a actuar con la ley en la mano y cuando deje de ser Presidente actuaré como ciudadano. Yo creo que ninguno de ustedes va aceptar uno de esos insultos, y esto que sea debate en las próximas elecciones, porque aquí por hacerle daño al Gobierno nos han hecho creer que aguantar esos insultos es libertad de expresión”.
Además, Correa se refirió a unos comentarios ofensivos publicados en la página digital de El Comercio y aseguró: “Actuaré como ciudadano, llevaré mi queja ante el Defensor del Pueblo, pero esto no lo podemos permitir, esto no es libertad de expresión, esto es decadencia. Esto es barbarie. No es civilización. Esto debemos rechazar todos los ecuatorianos compañeros y les reitero: mientras yo sea Presidente, incluso después como ciudadano no permitiré que nadie me insulte (…) Yo sí tengo dignidad”.
Este es el segundo caso en que se investiga a un tuitero. El 24 de noviembre de 2011, fue detenido un ciudadano sospechoso de haber amenazado de muerte a Rafael Correa mediante Twitter . La noticia se conoció por esa misma red social, después de que José Serrano, ministro del Interior, publicara en su cuenta: “Javier Genovez Solano, de 44 años de edad, es quien amenazó al Presidente, vía Twitter, acaba de ser aprehendido ya en la ciudad de Cuenca”. Genovez estuvo preso cerca de 24 horas, fue liberado la tarde del 25 de noviembre, tras concluir la audiencia de Control de Flagrancia. En ella, el ciudadano admitió haber sido el autor de los mensajes bajo el usuario @wacker600 y se disculpó públicamente: «Fue un exabrupto, un error por parte mía”.
President calls on Ministry of Intelligence to investigate and take legal actions against tweeter
On August 22, 2012, The President Rafael Correa, via Twitter, asked the National Intelligence Secretary ( SENAIN ) to investigate the twitter user @ GSanAndres after a message he sent on the network. In his tweet, Correa asked: «SENAIN : Please investigate these insults the President and take legal actions».
This request was made after a review posted by @ GSanAndres, who wrote : «You President are inmoral! You want to take over the assembly! liar Thief » .
After these events , several users reacted in favor of Rafael Correa and the citizen , who deleted his Twitter account after the investigation request .
In this regard, the Head of State during his TV and radio broadcast No 286 said: » I will not allow such insults fellow , I will act with the law in hand and when it stops being President will act as a citizen. I think any of you will not accept one of those insults for hurting the government they believe that these insults is freedom of expression»
In addition to that, Correa spoke about offensive comments posted on the web site of El Comercio and said : » I will act as a citizen, I take my complaint to the Ombudsman , but this cannot be allowed , this is not freedom of expression, that is decline. This is barbarism. Not civilization. This must reject all fellow Ecuadorians and repeat them as I am President, even after a citizen not allow anyone to insult me ( … ) I do have dignity.»
This is the second case of a tweeterer being investigated by the government. On November 24, 2011, a citizen was arrested for threatening to kill Rafael Correa via Twitter. The news came on the same social network , after Jose Serrano, Minister of Interior , published in his account : » Javier Genovez Solano, 44 years old, who threatened the President , via Twitter , has just been arrested and in the city of Cuenca . » Genovez was imprisoned about 24 hours he was released the evening of November 25, after completing the hearing Flagrancy Control.
