El 20 de abril de 2013, durante el Enlace Ciudadano No 318, el Presidente Rafael Correa descalificó a la Relatoría Especial para la Libertad de Expresión y a su informe emitido la semana pasada al quecalificó de “ridículo”, “adefesio” y “una vergüenza”, a la vez que pidió al Canciller “tomar medidas” a nivel de la OEA para acabar con esas “payasadas”.Durante el Enlace transmitido desde España, el Presidente aseguró que “el poder mediático tiene sus corifeos disfrazados con lindos nombres como Relatoría de la Libertad de Expresión, a la que no le podemos creer absolutamente nada” y cuestionó que en su último informe haya dedicado 26 páginas al caso ecuatoriano.
“La Relatoría nunca habla de los abusos de la libertad de expresión de cierta prensa. La Relatoría es defensa gremialista de los negocios dedicados a la comunicación, pero ni siquiera de los derechos de ese gremio, sino de los abusos de ese gremio . O sea estamos por encima del bien y del mal, somos el poder absoluto; te callas o te damos más duro. El Informe Anual de la Relatoría de Expresión sobre Ecuador es lo más ridículo, el último adefesio. Es una verdadera vergüenza”, dijo el Jefe de Estado.
El informe al que se refiere el Primer Mandatario fue emitido por la Comisión Interamericana de Derechos Humanos el 16 de abril y en él también consta el informe de la Relatoría Especial para la Libertad de Expresión, en el cual se dedican 26 páginas sobre la situación de la libertad de expresión en el Ecuador y se relatan casos de agresiones y amenazas contra medios y periodistas, discurso estigmatizante, uso de cadenas,así como otros referentes a procesos judiciales por responsabilidad ulterior.
President calls on Intelligence to «take care» of twitterers
On April 13, 2013 , President Rafael Correa during his TV and radio boradcasting program No 317 said that he «sent to investigate «the National Intelligence Secretariat ( SENAIN ) to twitterers @basoledispa by comments made through this social network. The twitterers questioned the Chief Executive by a commentary written by Correa , who said he was shocked by the death of journalist Fausto Valdiviezo.
«Unfortunately, human misery , induced by some press Correa said this in social networks and , above all, a lady Soledispa tell me which is a good journalist you know in New York, with the thickest words speaking son as an accomplice and already erased the shame and a series of insults not only this time , permanently against the President of the Republic , and then send the SENAIN investigate to rend their garments and freedom of expression ! What is freedom of expression that insult the President ? ( … ) who writes that kind of tuiters has some kind of mental disorder and is a danger to the community, etc. . then you must know to such people , but these insults they call freedom of expression ( … ) Say what they want to I will not let the President be insulted , as I ‘m President I will not tolerate insults «
In this sense also said that «we must use the bodies of the State to know who are these people with their insults shown to have mental disorders , emotional instability and that means danger to the President, for the community , national security , then I will not allow that kind of insults that anywhere in the world are punished . «
Earlier, on April 12 , Correa ordered the SENAIN «attend » the twitterers @ basoledispa and his Twitter account @ MashiRafael wrote: «@ basoledispa SENAIN : please respond » in response to post on this user network who wrote : » @ q hypocritical Correa MashiRafael you have no respect for anyone Unhappy What insult , harass and now I ‘ dismayed ‘ have some dignity ! ! » .
Comment by @ basoledispa referred to a statement issued by the President in 2010, when a journalist referred to as » a dwarf shaker mustache always came in Red Recap ( … ) I do not know why they have not taken » for opposing the sale of the shares of the seized Tc TV channel.

Also, on November 24, 2011 , a suspect was arrested citizen of threatening to kill Rafael Correa via Twitter. The news came on the same social network , after Jose Serrano, Minister of Interior , published in his account : » Javier Genovez Solano, 44 years old, who threatened the President , via Twitter , has just been arrested and in the city of Cuenca . » Genovez was about 24 hours in jail and was released the evening of November 25 , after completing the hearing Flagrancy Control . In it, the city admitted to being the author of the posts under the username @ wacker600 and apologized publicly : «It was an outburst , an error on my part .»
