El 8 de noviembre de 2015, el programa de investigación Visión 360 de Ecuavisa fue obligado a destinar 3 minutos y medio para difundir tres pedidos de rectificación y réplica ordenados por la Secretaría de Comunicación (Secom) tras el reportaje titulado “Periodismo en tiempos de revolución” difundido el pasado 25 de octubre.
En la primera rectificación, se cuestionó al canal por comentarios vertidos por la periodista Carolina Mella y uno de los entrevistados, el caricaturista Xavier Bonilla, Bonil, respecto a la elección del Superintendente de la Información y Comunicación. Según la Secom, “La imprecisión se debe a que se ignora o se pretende ignorar todo el proceso de designación del cargo ordenado por la Constitución y que se llevó a cabo acorde al Reglamento de Designación del Procurador y Superintendentes”. En ese sentido se explicó que la candidatura de Ochoa superó las fases de selección, a partir de una terna enviada por el Presidente.
La segunda fue una réplica solicitada por Marcelo del Pozo, gerente general subrogante del canal estatal Ecuador TV después de que ese programa mencionara en dicho reportaje que habría una prohibición para que los periodistas de ese medio den declaraciones al programa. En la réplica se dijo que tras recibir comunicación de la realizadora de ese espacio para entrevistar a uno de los periodistas del medio estatal, la respuesta fue que este estaría ocupado por una asignación y que seguro encontrará otro colega que lo pueda ayudar. Luego se amenazó al medio de comunicación: “Ante la mentira exigimos una rectificación sin el perjuicio de iniciar otro tipo de acciones legales”. Ante esto, Ecuavisa aclaró que “Vision 360 contactó telefónicamente a los periodistas de Ecuador TV quienes confirmaron su participación en el programa periodístico ahora cuestionado; sin embargo, el director de noticias del medio público con una respuesta maniobrada canceló dicho compromiso adquirido, indicando falta de disponibilidad e invitando a que acudamos a otros colegas. Esto lo reconocemos como una prohibición”, apuntó el medio.
La tercera fue una réplica de la Secom para aclarar que, en una réplica anterior que esa cartera de Estado solicitó a diario Expreso por la nota “Correa no dará ni un paso atrás”, aludida en el programa, no estaba contenida en el video oficial del discurso del primer mandatario, en el evento Somos Gobiernos Parroquiales y que, de existir dicha frase dicha, el rotativo la utilizó en un contexto ajeno al expuesto por el medio.
Cabe anotar que esta no es la primera vez que el gobierno, a través de sus secretarías y ministerios, interrumpe el programa investigativo . El hecho más reciente ocurrió el 18 de octubre con una cadena de siete minutos titulada “Periodismo en tiempos de revolución” que pretendía dar la versión oficial del reportaje que fue emitido una semana más tarde. Asimismo, el 31 de agosto de este año una cadena de 22 minutos y medio de duración y una réplica de casi un minuto, ordenadas por la Secom y el Servicio Nacional de Aduana del Ecuador (Senae) se tomaron ese espacio. También, el 10 de mayo un video ordenado por el Ministerio del Ambiente a manera de “rectificación obligatoria” interrumpió durante 13 minutos el programa para refutar una investigación periodística difundida el pasado 19 de abril sobre las causas de la deforestación. En esa ocasión Ecuavisa emitió la rectificación bajo protesta.
Investigation program is interrupted once again to disseminate replies and rectifications
On 8 November 2015, Ecuavisa’s investigation program Visión 360 was forced to use three minutes and a half to disseminate three requests for rectification and reply ordered by the Communications Secretariat (Secom) after the report titled «Journalism in Times of Revolution» was broadcasted on 25 October.
In the first rectification, the TV station was questioned because of comments made by journalist Carolina Mella and one of the interviewees, the cartoonist Xavier Bonilla, Bonil, regarding the election of the Superintendent of Information and Communication. According to Secom, «The inaccuracy stems from the fact that the whole process of appointing someone for the position ordered by the Constitution, which was conducted according to the Regulation for the Appointment of the Attorney and Superintendents, was ignored». It explained that Ochoa’s candidacy successfully passed the selection stages. He was one of a list of three sent by the president.
The second was a reply requested by Marcelo del Pozo, acting general manager of State TV station Ecuador TV, after the program mentioned during the report in question that there was a ban on Ecuador TV journalists from giving statements to Visión 360. The reply stated that after receiving a request from the program’s producer to interview one of the State media’s journalists, the reply had been that he was on assignment but was sure he would find a colleague who could help. The media outlet was then threatened: «Faced by this lie we demand a rectification without prejudice to initiating other legal actions». Ecuavisa clarified that «Visión 360 had telephoned Ecuador TV journalists who confirmed their participation in the journalism program now questioned; however, the media outlet’s news director used a ploy to cancel this commitment, stating unavailability and inviting us to go to other colleagues. We believe this amounts to prohibition», pointed out the outlet.
The third was a reply by Secom to clarify that, in a previous reply requested by the same State entity from the newspaper Expreso regarding the article «Correa will not take one step back», alluded to in the program, Secom had stated that the phrase was not included in the official video of the president’s speech during the event We are Parish Governments and that, if the phrase had been said, the newspaper had used it in a different context than the one shown by the outlet.
This is not the first time that the government, through its secretariats and ministries, interrupts the investigation program. The most recent incident occurred on 18 October with a seven-minute chain titled «Journalism in Times of Revolution» which sought to give the official version of the report that was broadcasted a week later. Also, on 31 August 2015, a 22-minute and a half chain and a nearly one minute long reply, ordered by Secom and Ecuador’s National Customs Service (Senae) interrupted the program. And on 10 May a video ordered by the Ministry of the Environment as a «compulsory rectification» interrupted the program for 13 minutes to refute a journalistic investigation released on 19 April about the causes of deforestation. On that occasion Ecuavisa broadcasted the rectification under protest.
