El 13 de enero de 2014, diario El Universo denunció haber recibido un pedido de censura por parte de una funcionaria de la Alianza Francesa de Quito, quien solicitó al medio abstenerse de publicar una fotografía que mostraba un rótulo alusivo a la libertad de expresión en el Ecuador. El mensaje fue exhibido el pasado domingo 11 en un acto solidario, organizado por esa institución en honor a las víctimas de los atentados contra el semanario Charlie Hebdo en Paris.
En diálogo con Fundamedios, Gustavo Cortez, editor general de El Universo aseguró que fue él quien recibió esa llamada de una representante de la Alianza Francesa, quien le manifestó que había preocupación por dicha fotografía y le solicitó no publicarla, alegando que el evento “no era político”. Dicho acto contó con la presencia del presidente Rafael Correa quien, al parecer, se habría molestado con la leyenda del cartel que decía: “En este país la crítica y sátira también son calladas, no por el terrorismo sino por el Gobierno”.
En una crónica publicada por ese rotativo, junto a la fotografía que se intentó censurar, se narró que el Primer Mandatario dijo en su discurso que “toda libertad debe tener límites” porque hay periodistas con visiones políticas de oposición que defienden “sus intereses particulares”, y sin dar nombres cuestionó que en el acto esté un “caricaturista criollo haciendo política, con un letrero acusando al Gobierno (de falta de libertad de expresión)”. El caricaturista Xavier Bonilla, más conocido como Bonil estuvo presente en dicho acto, pero aseguró que él no era el autor ni propietario de dicho cartel. Sin embargo, narró que ese día ocurrió un incidente cuando unos jóvenes le pidieron tomarse una fotografía junto al polémico rótulo, pero que no fue posible porque fue impedido por una ciudadana francesa, quien se colocó en medio para obstaculizar la foto. Según los datos de prensa, esta ciudadana se identificó como Florence Baillon, esposa de Patricio Zambrano, parlamentario andino por Alianza PAIS, partido de Gobierno. El cartel fue obligado a ser retirado con el mismo argumento con el que se intentó censurar la fotografía, que no se trataba de un acto político.
En diálogo con Fundamedios, la directora general de la Alianza Francesa, Hélène Becker aseguró que el objetivo del evento fue hacer un homenaje en memoria de las víctimas del atentado y el mensaje que se quiso dar fue ese y no meterse en un debate político que no les compete. “ Somos una institución que no hace política y ese fue el punto de visto que expresamos a los periodistas que vinieron al evento, queríamos que se sepa cual era el objetivo del evento”, apuntó .
Respecto al atentado contra la revista francesa y las caricaturas que ese medio publica, el superintendente de la información y comunicación Carlos Ochoa dijo, en declaraciones recogidas por diario El Tiempo que “No se puede violar derechos o burlarse de la creencia de las personas, esos contenidos, que publica este medio de comunicación (Charlie Hebdo) no hubieran podido ser publicados en nuestro país”, aseguró Ochoa, quien además precisó que “la caricatura tiene que ejercerse con respeto a la sociedad y a los derechos de las otras personas”. “No se puede, a pretexto de ser caricaturista, violar estos principios”, concluyó el funcionario.

On January 13 2014, newspaper El Universo reported receiving a request of censure by an official of the French Alliance (Alianza Francesa) from Quito, who asked the media to refrain from publishing a photograph that was showing a sign alluding the freedom of expression in Ecuador. The message was shown last Sunday 11 at a charity event organized by this institution to honor the victims of the attacks against the weekly newspaper, Charlie Hebdo in Paris.
Speaking to Fundamedios, Gustavo Cortez, managing editor of El Universo, stated he had received the call from a representative of the Alianza Francesa, who said there are concerns about the photograph posted and asked him not to publish it, saying that the event «is not political». At this event attended President Rafael Correa who apparently have being bothered with the legend of the sign reading like this: «In this country criticism and satire are also silent, not by the terrorism but by the government».
The newspaper published an article, along with the photo almost banned, there was an statement said by the president in his speech «all freedom must have limits» because there are journalists with political opposition vision who defend «their interests», without naming he questioned the presence of a “creole cartoonist making political activities with a sign accusing the government (of lack of freedom of expression)”. Cartoonist Xavier Bonilla, better known as Bonil, was present at the event, he held he was not the author or owner of that sing. However, Bonil narrated an incident occurred that day when young men ask him to take a photograph next to the controversial sign, but that was not possible because it was prevented by a French citizen, who placed herself in the middle blocking the sign on the picture. According to data releases, this citizen was identified as Florence Baillon, wife of Patricio Zambrano, Andean Parliament and is member of Alianza PAIS government party. The poster was forced to removed with the same argument that was attempted to censor the photograph, the event, was not political.
Speaking to Fundamedios, the general director of the French Alliance, Hélène Becker said the that main goal of the event was to offer a tribute in memory of the attack victims’ and not to get into a political debate. «We are an institution that does not make politics and that was the point of view we expressed to journalists who came to the event, we wanted to let them know which was the goal of the event,» she remarked.
Regarding the attack on the French magazine and the published cartoons of that media, the superintendent of information and communication Carlos Ochoa said, quoted by newspaper El Tiempo that «we can not violate rights or mock the beliefs of people, those contents, which are publishes by the french media (Charlie Hebdo) could not have been published in our country», Ochoa said, who also stated that» the cartoon has to be exercised with respect to the society and the rights of others». «It is not possible, that under the pretext of being a cartoonist, you have violate all these principles,» the official Ochoa said.
