La Secretaría de Comunicación, SECOM, entidad con rango ministerial, continúa con el hostigamiento y descalificaciones en contra de Fundamedios como represalia, tras haber asistido, como peticionario, a la audiencia sobre la Situación de la Libertad de Expresión en Ecuador, el pasado 25 de octubre, ante la Comisión Interamericana de Derechos Humanos, CIDH, en clara violación al artículo 63 del reglamento de la CIDH. El pasado viernes 04 de noviembre, el organismo que representa la más alta instancia de protección en las Américas, deploró estos ataques y solicitó información al gobierno ecuatoriano, la cual deberá ser enviada en un plazo de siete días.
El 08 de noviembre de 2011, el secretario nacional de comunicación, Fernando Alvarado, en entrevista para el portal de noticias ecuadorinmediato.com, insistió en vincular a Fundamedios con un tal Gustavo Lemos, quien en su versión, ha sido identificado como uno de los mayores torturadores en el mandato de León Febres Cordero. Al respecto dijo que: «Este grupo de personas fueron a hablar sobre derechos y libertades y se hacen acompañar de una persona que ha sido señalada y calificada como los más torturadores…»
Fundamedios ha dejado en claro que no tiene ninguna relación con este personaje y emplaza al Secretario de Comunicación a que presente alguna prueba de sus falsas imputaciones. Esto respecto a la cadena que emitió el gobierno en contra de Fundamedios el pasado 01 de noviembre y que según se publicó en el portal del gobierno El Ciudadano, «será retransmitida, hoy, con actualizaciones».
El pasado 06 de noviembre, en los noticieros nocturnos de Ecuador TV y Gama TV, ambos medios en manos del Gobierno, se emitieron notas descalificando la labor de la organización. En el primer caso, Ecuador TV reprodujo un artículo que publicó el periódico gubernamental El Telégrafo, firmado por el presentador del canal estatal Xavier Lasso bajo el título «Rechazo a Fundamedios». En el informativo de GamaTV se emitió una nota sobre el supuesto «doble discurso de Fundamedios». A esto se suma un artículo publicado por diario El Telégrafo, el pasado, 04 de noviembre bajo el título «Fundamedios se acoge al insulto», como respuesta a una entrevista que se ofreció a diario El Comercio.
En tanto, las redes sociales como Twitter, Facebook y la página de vídeos Youtube son otros espacios para la descalificación de Fundamedios. En la cuenta oficial de Twitter de la Presidencia de Ecuador se publicó el enlace de la cadena que emitió la Secretaría Nacional de Comunicación en contra de Fundamedios, mientras que partidarios enviaban mensajes como: «banda de mediocres» «por qué defienden a delincuentes»; «Cuánto les pagan por hacer el show?», entre otras.
El pasado 04 de noviembre, Dinah Shelton, presidenta de la CIDH expresó, en rueda de prensa, su «profunda preocupación» ante las amenazas, represalias y acciones de descrédito de que son objeto algunas de las personas que acuden a las audiencias, mientras que, la relatora para libertad de expresión Catalina Botero explicó que la CIDH solicitó al estado ecuatoriano información sobre: la finalidad de las cadenas. Si lo transmitido había sido verificado previamente. Si la transmisión cumplió con las leyes ecuatorianas y la cantidad de averiguaciones de oficio u otras medidas adoptadas para proteger a los peticionarios ante las amenazas y agresiones que han recibido .
Botero aseguró que Ecuador tiene un plazo de siete días para responder dichos cuestionamientos y que estos tienen la finalidad de «entablar un diálogo con las autoridades ecuatorianas, explicarles la importancia de que las personas que vienen a las audiencias sean respetadas y protegidas y para que las autoridades fomenten un clima de tolerancia, de diálogo, de comprensión», dijo Botero.
Frente a esto, Alvarado ha señalado que «la CIDH tomo una medida apresurada, porque no ha analizado si se dice o no la verdad».
Department of communication continues harassing and discrediting Fundamedios despite condemnation by iachr
The Department of Communication, SECOM, an agency with ministerial rank, continues harassing and discrediting Fundamedios as a reprisal after it attended, as a petitioner, the hearing about the Situation of the Freedom of Expression in Ecuador, on 25 October, before the Inter-American Commission on Human Rights, in a clear infringement of article 63 of the IACHR’s regulations. Fundamedios has made clear that it has no connection to this character and now challenges the Secretary of Communication to present some evidence of his false charges. This regarding the ‘chain’ broadcasted by the government against Fundamedios on 1 November, which according to a notice that appeared in the government portal El Ciudadano, “will be re-broadcasted today with updates”.
On 6 November, the organization’s work was discredited in reports broadcasted by Ecuador TV and Gama TV’s evening news program. Both stations are under government control. In the first case, Ecuador TV reproduced an article published by government newspaper El Telégrafo, signed by Xavier Lasso, presenter of the State TV station, with the title «Rejection of Fundamedios». GamaTV’s news program presented a report about the alleged “double discourse of Fundamedios”. This in addition to an article published by the newspaper El Telégrafo on 4 November with the title “Fundamedios resorts to insult”, as a reply to an interview offered to the newspaper El Comercio.
Meanwhile, social networks such as Twitter, Facebook and the video webpage Youtube, are also being used to discredit Fundamedios. The Presidency of Ecuador’s official Twitter account published a link to the ‘chain’ broadcasted by the National Department of Communication against Fundamedios, while government supporters sent messages that said: “band of mediocre people”, “why do you defend criminals”, “how much are you paid to put on this show”, among other things.
On 4 November, Dinah Shelton, president of the IACHR, expressed during a press conference her “deep concern” about the threats, reprisals and actions to discredit some of the people who attend the hearings, while the freedom of expression rapporteur, Catalina Botero, explained that the IACHR has requested from the Ecuadorian State information about: the aim of chains. If what is broadcasted has been previously verified. If the transmission complied with Ecuadorian laws and the number of investigations and other measures adopted to protect the petitioners from the threats and aggressions they have been subjected to.
Botero stated that Ecuador has a seven-day period to respond to these questions and that their aim is to “establish a dialogue with Ecuadorian authorities, explain to them the importance of respect and protection for the people who come to the hearings and so that the authorities promote an environment of tolerance, dialogue, understanding”, she said.
Alvarado, meanwhile, has stated that «the IACHR has taken a hasty measure, because it hasn’t analyzed if the truth is being said or not”.
