El 21 de agosto de 2014, el secretario de comunicación, Fernando Alvarado, interrumpió el programa «Revista Informativa Democracia» -dirigido por el periodista Gonzalo Rosero, de la cadena Exa-Democracia- con una llamada telefónica para descalificar a los participantes de un panel y acusar al medio de comunicación de estar presionando directa o indirectamente para que la Corte Constitucional tome una resolución sobre las demandas contra de la Ley Orgánica de Comunicación.
La llamada del funcionario, de casi cinco minutos de duración, se dio tras concluir el panel conformado por los juristas Enrique Herrería, Farith Simon, Juan Carlos Solines y el también asambleísta Luis Fernando Torres, quienes discutieron sobre la inconstitucionalidad de la Ley, pendiente de resolución de la Corte.
En su llamada, Alvarado señaló: “Quería hacer una reflexión que a mi criterio es importante. Estamos hablando de democracia en radio Democracia. Estamos hablando de constitucionalidad. Estamos hablando de la resolución de la Corte Constitucional. A mi lectura, usted tiene o ha tenido unos panelistas que realmente no deberían estar opinando sobre el tema. Por ejemplo el asambleísta Herrería, quien fue el gran defensor de golpistas, asesinos y violentos el 30 de septiembre ¿qué puede opinar él de democracia y constitucionalidad?”
En ese sentido prosiguió “Está también Luis Fernando Torres, representante del partido político, quizás el más represor de la historia del Ecuador, encarceló periodistas y cerró medios de comunicación ¿qué puede opinar sobre la libertad de expresión y sobre Ley de Comunicación? Está Juan Carlos Solines, de triste recordación en su paso por el Conatel, de bastante preocupación las decisiones que tomó allí contra el Estado ecuatoriano. Está Farith Simon que representa a una fundación de una universidad, que es una fundación que no es sin fines de lucro, sino de lucro sin fin ¿Qué puede defender los más altos intereses nacionales? Con esto qué quiero decir, que usted ha tenido un panel ahí en contra realmente de los más altos intereses del Estado”
Tras esto, el Secretario de Comunicación insistió en que la emisora también debió invitar a los defensores de la Ley de Comunicación “¿Por qué tiene un panel tan sesgado si estamos hablando de democracia?,” se preguntó el funcionario quien luego advirtió en que “se puede dar una clara lectura que ustedes están presionando desde su radio, desde ese panel , a la resolución de la Corte Constitucional, cuando debería ser una posición totalmente equilibrada, si no quieren dar esa figura”
Por su parte, el periodista Gonzalo Rosero aseguró que se vive una situación polarizada y que no tienen con quién contar porque quienes apoyan posturas del gobierno se niegan a dar entrevistas. También le recordó al funcionario que le ha pedido personalmente que le proporcione vocerías de parte del gobierno, a lo que, según el periodista, Alvarado respondió que lo estaban pensando.
Communications Secretary warns a radio station with a station for «pressuring court resolution”

After that, the communication secretary insisted that the radio station should also had invite the Communications Law advocates «Why having a panel as biased if we are talking about democracy?», asked the goverment officer who then warned that “it could being a clear reading that you are pushing from the radio, from the panel, the resolution of the Constitutional Court when it should be a fully balanced position, at least if you don’t want to give that figure”
Meanwhile, journalist Gonzalo Rosero said that exists a polarized situation and have no one there for it because supporters of the communication Law are followers of the government and refuse to give interviews. He also reminded the officer who has personally asked to provide spokespeople from the government, to which, according to the journalist, Alvarado said that he was thinking about it.
