Entre el 16 y 19 de febrero medios de comunicación como diario El Comercio, La Hora, Radio Centro y Teleamazonas difundieron una réplica exigida por Fernando Alvarado, titular de la Secretaría Nacional de Comunicación (Secom) para, supuestamente, aclarar “la desinformación provocada por la prensa mercantilista”, por artículos de opinión y notas de prensa referentes a la censura a la libertad de expresión en las redes sociales.
En su misiva, el Secretario de Comunicación cuestionó que usuarios en las redes “han ocupado este espacio para insultar, difamar y agredir, incluso escondiéndose en el anonimato, para realizar amenazas en contra de la integridad y de la vida del Jefe de Estado” y aseguró que estas “deben constituirse en un espacio que permita el debate civilizado, con ideas y propuestas, sin incurrir en agravios o amenazas hacia los involucrados directos y terceros”.
En ese sentido, el funcionario defendió la batalla declarada por el Presidente contra sus críticos en redes sociales y aseveró lo siguiente: “La postura del Presidente Rafael Correa es parte de una preocupación permanente, expresada ya a través del Ministerio del Interior, para salvaguardar a todos aquellos ecuatorianos que han recibido amenazas por medio de las redes sociales. Me hago eco de las expresiones del Presidente Rafael Correa: ‘en nombre de la libertad de expresión no se puede insultar, difamar ni mentir’”.
Tras esto mencionó que la recién creada plataforma web www.somosmas.ec sirve “para contrarrestar a quienes utilizan las redes sociales con fines ofensivos” y que a su criterio el sitio “contribuirá a que la ciudadanía se empodere en la defensa de sus derechos y se garantice, así, una verdadera libertad de expresión en las redes sociales” . Sin embargo, en este sitio se ha visto que simpatizantes al gobierno exponen la identidad y las fotografías de ciudadanos tuiteros y la de sus familias, en un claro atentado al derecho al anonimato en la red.
Cabe recordar que el 7, 14 y 21 de febrero, el Presidente, en sus habituales enlaces sabatinos llamó a continuar con una “batalla” en redes sociales y advirtió que responderá a sus críticos y que “seguirá dándoles de su propia medicina”. También aseguró que conocerán sus nombres, sus fotos y sus cuentas “para ver si les gusta lo que hacen a otros”.
Communication secretary forces media outlets to publish reply because of “disinformation by the mercantilist press”
Between 16 and 19 February media outlets such as the newspapers El Comercio and La Hora, Radio Centro and Teleamazonas were ordered to publish a reply by Fernando Alvarado, head of the National Communications Secretariat (Secom), supposedly to clarify “the misinformation caused by the mercantilist press” after the outlets published opinion articles and press releases concerning the censorship of freedom of expression in the social networks.
In his letter, the Communications Secretary questioned the fact that network users “have occupied this space to insult, slander and attack, even hiding in anonymity, to make threats against the integrity and life of the Head of State” and asserted these “must become a space that enables civilized debate, with ideas and proposals, without incurring in offences or threats against those involved as well as against third parties”.
The official defended the war declared by the president against his critics in the social networks and stated the following: “The position of President Rafael Correa is part of an ongoing concern, already expressed through the Ministry of the Interior, to safeguard all those Ecuadorians who have received threats through the social networks. I echo the words of President Rafael Correa: ‘freedom of expression cannot be used to insult, defame or lie’.
He also mentioned that the newly created web platform www.somosmas.ec serves “to counter those who use the social networks for offensive purposes” and that he believes the site “will help citizens become empowered to defend their rights and a true freedom of expression will be thus guaranteed in the social networks”. However, government supporters are using the site to expose the identity and pictures of tweeters and their families, in clear violation of the right to anonymity in the internet.
In his regular Saturday programs, on 7, 14 and 21 February, President Correa insisted on continuing with his so-called “battle” in the social networks and warned that he will respond to his critics and “will continue giving them a dose of their own medicine”. He also said that their names, photographs and accounts will be made known “to see if they like what they do to others”.
