Supercom sanciona a diario Extra por “afectar el desarrollo cognitivo de los niños y adolescentes”

El 5 de febrero de 2015, la Superintendencia de la Información y Comunicación (Supercom), mediante resolución emitió una amonestación escrita a Diario Extra, por “afectar el desarrollo cognitivo de los niños y adolescentes” al publicar, en portada, una nota titulada “¡Coca a la vena!” y en desarrollo de la misma, bajo el título interior “¡En 30 segundos comienza el vuelo!”, el pasado 13 de diciembre de 2014.

La sanción al Diario se dio a partir de un proceso iniciado de oficio en contra del medio de comunicación por presuntas violaciones al artículo 10, numeral 2, literal a), de la Ley Orgánica de Comunicación (LOC), el cual se refiere a no incitar a los niños, niñas y adolescentes a imitar comportamientos perjudiciales o peligrosos para su salud. Un informe de monitoreo realizado por la Supercom, concluyó que el rotativo podría haber afectado el desarrollo cognitivo de los niños y adolescentes.

Durante la audiencia de sustanciación, el abogado de la Supercom Alejandro Salguero cuestionó al medio porque, además del titular de portada, en el desarrollo de la noticia se utilizó la imagen de una persona inyectándose y una infografía de los pasos para preparar la droga, con lo que se pudo “despertar un sentido de atracción y curiosidad en los adolescentes” y añadió que la nota se enfatiza más en la preparación y consumo de la droga que  el decomiso realizado por la policía, lo cual confunde al lector sobre el verdadero contenido de la noticia .

Por su parte, la defensa del medio de comunicación alegó que la intención de la nota era alertar a la ciudadanía sobre las nuevas formas de comercialización y utilización de los alcaloides en la ciudad de Quito. Sin embargo, Juan Manuel Yépez periodista y editor del rotativo admitió que editorialmente pudo haberse equivocado en el enfoque de la nota y enfatizó que su intención como periodista fue alertar a los padres de familia y a los sectores vulnerables sobre las consecuencias de la drogadicción.

Supercom sanctions newspaper Extra for “affecting the cognitive development of children and adolescents”

On 5 February 2015, the Superintendence of Information and Communication (Supercom), issued the newspaper Extra with a written caution for “affecting the cognitive development of children and adolescents” by publishing, on the front page, the beginning of an article titled “Coca into the vein!”and the rest of it in an internal page with the subtitle “The trip will begin in 30 seconds!” on 13 December 2014.

The sanction was issued after proceedings against the outlet were initiated ex officio for alleged violations of Article 10, paragraph 2, letter a) of the Organic Communications Law (LOC), which forbids inciting children and adolescents to imitate detrimental behaviors or those that pose a danger to their health. A monitoring report by Supercom concluded that the newspaper could have affected the cognitive development of children and adolescents.

During the substantiation hearing, Supercom attorney Alejandro Salguero questioned the outlet because, besides the front page headline, the article used an image of a person injecting herself and an infographic of the steps necessary to prepare the drug, which could “awaken a sense of attraction and curiosity in adolescents”. He added that the article emphasized the preparation and consumption of the drug rather than a seizure of cocaine by the police, confusing the readers about the real content of the news.

The newspaper’s defense alleged that the article’s intention was to alert the public to new ways of marketing and using the alkaloid in the city of Quito. However, Juan Manuel Yepez, journalist and editor of the paper admitted that he may have made an editorial mistake in the way he approached the material and stressed that his intention as a journalist was to alert parents and vulnerable sectors to the consequences of drug addiction.
