Dos medios de comunicación y un blog son investigados tras haber publicado reportajes de investigación señalando irregularidades en torno a un préstamo otorgado a un ciudadano argentino de apellido Duzac y sus vínculos con Pedro Delgado, titular del Banco Central del Ecuador y primo del Presidente de la República.
El 12 de septiembre, la Fiscalía General del Estado inició acciones preprocesales en contra de la Federación de Trabajadores Libres de Pichincha (FETRALPI) por su blog (fetralpi.blogspot.com), en el que se publicó el 18 de agosto una nota titulada «Manejo de billetera móvil, créditos vinculados de Cofiec y negociaciones con Irán». Por pedido de Pedro Delgado, la Fiscalía en el oficio No 2132-2012 dispone a Mario Morales, representante legal de FETRALPI, informar el nombre del autor responsable de la publicación.
Delgado afirma que esta «contiene, entre otros, afirmaciones tendenciosas que incurren en el campo de lo ilícito que afectan gravemente el honor de mi familia y mío como alta autoridad del Estado ecuatoriano y persona natural». La nota publicada en dicha página hace eco de una información enviada por el asambleísta del movimiento político Pachakutik Cléver Jiménez Cabrera y el vocero del movimiento Polo Democrático, Fernando Villavicencio Valencia, quienes remitieron una carta al Contralor General del Estado, Carlos Pólit y al Presidente del Banco Interamericano de Desarrollo – BID, denunciando irregularidades que vinculan al Presidente del Banco Central.
Un pedido similar hizo la Fiscalía a revista Vanguardia el 11 de septiembre. En el oficio, firmado por Jorge Nogales, se pide al medio que remita todas las grabaciones para las notas referentes al caso Duzac, a petición de Francisco Endara, quien fue coordinador de la Secretaría del Fideicomiso AGD-CFN No Más Impunidad, y además es cuñado de Delgado.
Iván Flores, editor general de Vanguardia confirmó a Fundamedios que recibieron información de fuentes de la Presidencia de la República y de instituciones militares de que habría una orden para hacer seguimiento y otras tareas de inteligencia al personal que labora en la revista, como tomar fotografías y vigilar los horarios de entrada y salida. Flores aseguró que ha habido actividad inusual en los alrededores de las oficinas de Vanguardia, de gente que llega en motocicletas a tomar fotografías y de otras que quieren ir, de manera insistente, a la redacción a hacer denuncias.
A esto se suma la advertencia que hizo el Presidente de la República el 13 de septiembre a diario El Comercio, señalando que tendrá que responder ante la justicia por la información publicada el 26 de agosto en una nota titulada «La Contraloría puso su lupa en las declaraciones de bienes de Delgado», de la que se conoce extraoficialmente, también habría un pedido de parte de la Fiscalía .
Finalmente, Fausto Yépez, periodista de investigación de Teleamazonas y quien ha dado seguimiento al caso Duzac, comentó a Fundamedios que si bien no ha recibido amenazas como en el caso de su colega Jeanet Hinostroza -quien se vio obligada a dejar su espacio informativo por esta razón, tras revelar información de este mismo caso- sí ha sido advertido por fuentes cercanas al poder, quienes, por estima o por ánimo de amedrentarlo o censurarlo, le han dicho que es mejor que no se siga metiendo con ese asunto porque es peligroso.
Two media outlets and a blog are investigated for researching case that involves President’s cousin
Two media outlets and a blog are being investigated after they published reports about irregularities in a loan granted to an Argentinian citizen called Duzac and his links to Pedro Delgado, president of the Central Bank of Ecuador and the President of The Republic’s cousin.
On 12 September, the Prosecutor General initiated preliminary actions against the Free Workers Federation of Pichincha (FETRALPI) for its blog (fetralpi.blogspot.com), which published on 18 August an article titled “Mobile wallet management, Cofiec linked credits and deals with Iran”.By Pedro Delgado’s request, the Prosecutor’s Office has ordered Mario Morales, FETRALPI’s legal representative, as stated in document 2132-2012, to report the name of the article’s author.
Delgado has stated that the article “includes, among other things, biased affirmations that fall into the sphere of the illicit, which seriously affect my family’s honor as well as mine as a high ranking authority of the Ecuadorian State and a natural person”.The piece published in the blog echoes information sent by the member of the assembly for the Pachakutik political movement, Cléver Jiménez Cabrera, and the spokesperson for the Polo Democrático movement, Fernando Villavicencio Valencia, who sent a letter to the State’s Comptroller General, Carlos Pólit, and the President of the Inter-American Development Bank, IADB, denouncing irregularities involving the president of the Central Bank.
The Prosecutor General made a similar request to the magazine Vanguardia on 11 September.In a document signed by Jorge Nogales, the magazine is asked to hand in all recordings used for the articles about the Duzac case, as requested by Francisco Endara, who was coordinator of the AGD-CFN Trust No More Impunity and is also Delgado’s brother in law.
Iván Flores, Vanguardia’s general editor, confirmed to Fundamedios that they received information from sources linked to the Presidency of the Republic and military institutions that an order has been issued to monitor and investigate the magazine’s personnel, including taking photographs of them and monitoring their work timetables.Flores has declared there has been unusual activity in the surroundings of Vanguardia’s offices, including persons who arrive in motorbikes to take pictures and others who insist on going into the offices to report events.
To all this has been added the warning issued by the President of the Republic on 13 September to the newspaper El Comercio stating it will have to face justice in regard to information published on 26 August in an article titled «The Comptroller’s Office Investigates Delgado’s Assets Declarations», and an eventual request, known about unofficially, issued by the Prosecutor General.
Finally, FaustoYépez, a Teleamazonas investigative journalist who has been following the Duzac case, commented to Fundamedios that although he has received no threats, unlike his colleague Jeanette Hinostroza – who was forced to leave her news program for this motive, after she revealed information about the case – he has been warned by sources close to those in power, either because they have regard for him or wanting to intimidate or censor him, that it would be better if he stopped meddling in that affair because there is danger involved.
