El 22 de diciembre de 2015, la Superintendencia de la Información y Comunicación (Supercom) a través de un proceso iniciado de oficio, amonestó a Canal Uno, por tratamiento morboso de la información en su noticiero y le recordó su obligación de corregir y mejorar sus prácticas informativas. Además, se le conminó a abstenerse de reincidir en actos que se encuentran reñidos en la Ley Orgánica de Comunicación (LOC).
La Supercom determinó que el medio de comunicación, presentó imágenes donde hubo un “tratamiento morboso y por ende denigrante a la dignidad humana”, en donde se incumplieron normas deontológicas establecidas en el artículo 10, numeral 3, literal d, de la Ley, concernientes al ejercicio profesional, en cuanto a “evitar el tratamiento morboso de la información sobre crímenes, accidentes, catástrofes u otros eventos similares”. Las imágenes fueron transmitidas el 12 de octubre de 2015 en el informativo “Noticiero Uno Nacional”, con relación a la agresión marital de la que habría sido objeto una mujer.
El 11 de diciembre del 2015, durante la audiencia de sustanciación, Verónica Bolaños, representante del medio, aseguró que “no se cumplieron los requisitos para que el referido reporte sea calificado y admitido a trámite, y advirtió que la nota periodística se exponía la agresión física sufrida por una mujer por parte de su ex conviviente, y señaló que en la misma se evitó identificar a la persona agredida, dándole un nombre ficticio y presentando imágenes difuminadas de los supuestos maltratos” . Para concluir Bolaños resaltó que en las imágenes se intentó mostrar, a través de heridas ya cicatrizadas, lo que implica la violencia intrafamiliar.
Por su lado, Alejandro Salguero representante de la Superintendencia, ratificó el reporte interno de la institución y manifestó que “se alertó sobre un posible manejo equivocado de la información, que aparentemente transgredió las normas deontológicas y el uso del morbo en la información difundida, y no es válido que dentro de la configuración comunicacional el medio realice todo este enlace de contenidos para configurar una sola nota, a fin de procurar la atracción del destinatario de la información a ese hecho desagradable”. Salguero citó además el Diccionario de la Real Academia Española de la Lengua para definir el significado de la palabra morbo.
TV Staion is sanctioned for being «morbid» when broadcasting news about domestic violence
On December 22 2015, the Superintendency of Information and Communication (Supercom), through a process initiated ex officio, cautioned Canal Uno because of the morbid way it presented information in its newscast and reminded it of its obligation to correct and improve its information practices. It also ordered the station to refrain from repeating acts that are incompatible with the Organic communication Law (LOC).
Supercom ruled that the media outlet presented images in a way that was «morbid and hence degrading to human dignity», breaching the ethical standards set out in Article 10, paragraph 3, letter d of the law, concerning professional practice as regards to «avoiding the morbid treatment of information about crimes, accidents, catastrophes or other similar events». The images were broadcasted on 12 October 2015 during the news program «Noticiero Uno Nacional», and they presented the marital aggression to which a woman had allegedly been subjected.
On December 11 2015, during the substantiation hearing, Verónica Bolaños, representing the media outlet, stated that «the requirements for classifying and admitting for processing the report in question had not been met, and observed that the news article exposed the physical attack on a woman by her former partner, noting that the aggrieved person had not been identified but was given a fictitious name, and the images of the alleged abuse were blurred». Finally, Bolaños stressed that the images attempted to show, through already healed wounds, what is involved in domestic violence.
Meanwhile, Alejandro Salguero, representing the Superintendency, confirmed the institution’s internal report and said that «we alerted of a possible mismanagement of the information, which apparently transgressed the ethical rules and was presented in a morbid manner, and it is not valid that within the setting of communication the outlet should link all this content to configure only one piece, in order to ensure the attraction of the recipient of the information about that unpleasant event». Salguero also quoted the dictionary of the Royal Spanish Academy of Language to define the meaning of the word morbid.
